In 1863 President Lincoln signed a law changing how companies manage cybersecurity. A company asserts compliance, but isn't. After successful False Claims action by the DOJ, an investor sues that company for not realizing that the law adds another attack surface to insider threat. A judge will preside over two attorneys and two witnesses to decide whether that threat should have been anticipated.
