This presentation will cover the principles for starting and engaging in armed conflict and their application to cybersecurity and cyber warfare. Far from being aimed only at warfighters, the presentation will discuss how these rules of engagement can provide baselines that can inform the actions of private sector security professionals. The concepts of jus ad bellum (entering war) and jus in bello (rules for war) are discussed. Who (or what) is a legitimate target of cyber activities is considered and how this can impact the private sector is discussed. Security professionals will find this presentation insightful, not just because private companies and individuals are being targeted by foreign powers but also because of the suggestions that will be drawn from these rules with regards to the conduct of cyber professional activities.
