In this presentation, I will focus on battle over rules to ensure cyber security, not technology.Through introductions of negotiations between governments in the United Nations, G7, G20, etc., one-on-one direct negotiations conducted by superpowers in a closed room, and discussions on places where private and academia are also involved, we will confirm the results of the creation of norms of cyberspace which is kept out of sight usually.Creating norms is not always the magnificent activity at world peace. In fact, the norms development is a process to balance the conflict of economic interest, to bridge social and cultural deferences. I will clarify this point in the presentation.In addition, for Japan as the odds of the international community, I will insist that we don't have the luxury of being a watcher. I hope more engineers will be able to work on intellectually stimulating puzzle - building norms… after this presentation.
