Abstract: The term “Deep Web” has become eponymous, often utilized with little awareness of its true usefulness and capabilities, particularly as they relate to industry. However, by learning to connect the dots and tap into this vast resource, companies can take advantage of the information available therein to augment their research, mitigate risks, and minimize damages incurred through attacks. In order to be truly effective, processed information must be both relevant and actionable. While artificial intelligence (AI) in all of its forms is a formidable tool in the fight against cybercrime and terrorism, there is still no substitute for human intelligence (HUMINT). Computer programs are only as good as the information that they have received and are currently only capable of recognizing patterns of events similar to those that have already taken place. They are not able to extrapolate from this information in order to predict events that are not yet programmed into a pattern-recognition algorithm, nor can they recognize threats or make a judgment call without human contribution.
