Thomas Rid, author of the provocative book Cyber War Will Not Take Place, believes that ICS cyber weapons will be used. In this session he defines what an ICS cyber weapon is and is not, and then explores different scenarios where they may be used. The impact of the ICS cyber weapon on a critical infrastructure element may not be the actual desired result -- such tools may be equally designed to undermine trust. Either way, such attacks will be a means to a larger end. Thomas explores how cyber weapons may be used as part of a strategy to achieve a wider objective.
