To prevent a civil society movement against a recent census, official statistics compiled for more than 10 years now proposed alternative detection method, called "register-based census, in which only about 25% of the population have to be charged with personal questionnaires. In the first stage of the census data is gathered from various places and brought together at the national statistics offices and the Federal Statistics Office in an unprecedented address.
